In a subtraction, transform a ten into 10 ones when the value of the digit above is smaller than the value of the digit to be subtracted.
Note: the same technique is used to regroup hundreds, thousands, etc.
Consider the following subtraction.

Since the value of the ones in the top number is smaller than the value of the ones in the bottom number, regroup a ten from the 5. Now, only 4 tens remain. This ten becomes 10 ones which are then added to the 2 existing ones. This gives 12 ones. |
